No if there was no new data to collect you would still get a Setting Clock and Succeeded message when the daily call completed. You only get the Failed message because the Tivo isn't managing to get through to Tivo's servers at all.
If you are with various cheap phone providers it might be worth trying putting 1280 in front of the 020 or 0845 number as that would force the call to be routed via BT's network and they probably have less flakey lines with less heavily voip based strangulation of the modem signal that may be causing the call to fail. On the other hand if you are a TalkTalk or Virgin Media phone customer you won't be able to use the 1280 prefix as their phone solution does not use BT Wholesale phone line equipment.

0845 normal tivo number was definately NOT working earlier today when i tried so it may not be tivo specific.

The position is very complicated with TalkTalk as whilst its BT's piece of copper in the ground to the exchange TalkTalk has fully unbundled all their customers on exchanges where they also have broadband LLU equipment so whilst the copper belongs to BT Wholesale the phone line equipment you are connected to in the exchange belongs to TalkTalk so the calls are probably also carried on TalkTalk's phone network and not BT Wholesale's On the other hand in the countryside on non LLU exchanges TalkTalk still use BT Wholesale for everything including the exchange equipment.
Whether an 0845 or 020 call is covered within a bundle can only really be determined by calling it and then checking an online phone bill a day or two later as it seems some both 0845 and 020 numbers formally identified as being dialup ISP numbers are excluded from inclusive minutes by phone companies but not all phone numbers used for data or internet access have been so identified by all telcos. Clearly the most popular ones for large scale dial up internet access have been so identified but UUnet's numbers probably don't fall in to that category. So the answer is check as you may well be charged but then again you may not be, especially if you have an Anytime calls package.

The consensus is that the 0207 number will be up again on Monday. Would that be cheaper for you?

2. Select Messages & Setup

4. Select Phone Connection
5. Select Change Dialling Options
6. Select Set Dial Prefix
7. Enter either 02079061000 or 08450885336 according to personal preference and press Select
8. Select Accept and test new options
9. Once the Test Phone Connection call has been made and succeeded Select Use these dialling options
10. Select Make Daily Call Now To Update your Tivo using the newly installed number
11. Leave the Tivo to take maily daily calls on its own using the newly entered phone number
